After the war, since 1952. and 1962nd Holjevac was the mayor of Zagreb. During his term of Zagreb crossed over the river Sava. As the Mayor conducted a daring urban operations. He successfully resisted attempts at distraction of the Zagreb Fair in Belgrade. With its own strong policies and Holjevac clashed with Yugoslav political leaders, and after the publication of Declaration of the name and position of the Croatian language 1967th, was excluded from the Central Committee of the Croatian Communist. Holjevac was also a member of the Fourth Parliament of the National President of the Republic of Croatian and Croatian Heritage Foundation.
